Biondina is DPS Esper with access to very powerful dispels. Tsunami damages all enemies and dispels 1 buff from each with a 50% chance of dispelling all buffs. Biondina can quickly seize the upper hand against enemies bereft of buffs by launching attacks ignoring target DEF with Neptune’s Wrath.

Fury of the Waters
Deals damage to an enemy equal to 55% of ATK plus damage to all enemies equal to 30% of ATK. Attack ignores 100% DEF of unbuffed targets, which is reduced a certain amount for each buff a target has. Cooldown: 4 turns

Captain Ability
During Point Wars, all allied Espers’ ATK increases 40%.
I really like her design and kit, but she doesn’t feel and fit as a dps role in my opinion. She doesn’t have damage at all. With a little adjusment she will be a perfect role for support or a disabler (which is perfectly fine for me for not having a dps as long as her kit serves the purpose)
That is what I thought. She’s more of a support than anything. She barely does any damage.
